What This Calculator Does

The New Registration Tax Calculator estimates the statutory One-Time Lifetime Tax (15 Years) payable upon the first registration of new non-transport motor vehicles (such as private cars, motor cycles, and individual vehicles) under Annexure II of the Kerala Motor Vehicles Taxation Act, 1976.

It also supports first-time assessment for commercial motor cabs, tourist cabs, three-wheelers, and construction equipment vehicles, incorporating statutory Road Safety Cess, green energy rebates, and late registration delay penalties where applicable.

15-Year One-Time Lifetime Tax Slabs (Annexure II)

Under Annexure II of the Kerala Motor Vehicles Taxation Act, new vehicle registration tax is determined as a percentage of the ex-showroom invoice cost:

Vehicle ClassPurchase Value BracketStatutory Slab RateStatutory Validity
Motor Cars / PSVsUp to ₹5,00,0009% of Invoice Value15 Years Lifetime
₹5,00,001 to ₹10,00,00011% of Invoice Value
₹10,00,001 to ₹15,00,00013% of Invoice Value
₹15,00,001 to ₹20,00,00016% of Invoice Value
Above ₹20,00,00021% of Invoice Value

Above ₹2,00,00021% of Invoice Value
Three WheelersAll Non-Transport6% of Invoice Value15 Years Lifetime
Electric Vehicles (EVs)Battery Electric Non-Transport50% Rebate on Base Rate (5%)15 Years Lifetime

Calculation Methodology

Step 1 — Verify Ex-Showroom Invoice Value: The tax calculation base is strictly the manufacturer's ex-showroom sales invoice price as uploaded on the VAHAN portal by the authorized dealer (excluding insurance, registration fees, and optional accessories).

Step 2 — Determine Applicable Annexure II Percentage Slab: Match the vehicle category and price bracket against the statutory rate table (e.g. 11% for cars between ₹5L and ₹10L).

Step 3 — Compute One-Time Lifetime Tax:

Base One-Time Tax = Ex-Showroom Invoice Value × Statutory Slab Rate %
For Battery Electric Vehicles = Base One-Time Tax × 50%

Step 4 — Add Road Safety Cess & Statutory Levies: Add the statutory Kerala Road Safety Cess (mandated for funding state road safety infrastructure) to determine total tax payable at registration.

Worked Example: New Midsize Sedan (₹8,50,000 Ex-Showroom Value)

Vehicle Class: Motor Car (Non-Transport / Personal Use)
Ex-Showroom Price: ₹8,50,000.00
Applicable Price Slab: ₹5,00,001 to ₹10,00,000 (11%)
Statutory Validity: 15 Years Lifetime
1. One-Time Lifetime Tax = ₹8,50,000.00 × 11% = ₹93,500.00
2. Road Safety Cess = Prescribed Statutory Cess (e.g. ₹500.00)
3. Total Registration Tax Payable = ₹93,500.00 + ₹500.00 = ₹94,000.00
4. Effective Road Tax Burden = ~11.06% of invoice value for 15-year period

Important Conditions & Practical Rules

  • 30-Day Registration Grace Window: Motor vehicle tax must be remitted within 30 days of vehicle purchase / delivery. Payments delayed beyond 30 days incur statutory late payment interest and registration delay penalties.
  • Ex-Showroom Price Integrity: Tax is assessed strictly on the manufacturer ex-showroom invoice value. Separate charges for extended warranty packages, ceramic coatings, or optional accessories are not part of the taxable base.
  • Transferability of Lifetime Tax: The 15-year one-time tax remains attached to the vehicle chassis. Upon resale or transfer of ownership within Kerala, no additional road tax is payable by the buyer.
  • Post-15-Year Renewal: When the 15-year registration period expires, the vehicle enters Annexure II 5-Year Lump Sum Tax and requires payment of Green Tax alongside mandatory fitness recertification.
